As prime contractor, AINS, Inc. successfully provided a complex, turnkey
permitting system to replace a large, legacy (IMS, ADF) mainframe
application and 13 collateral client-server systems used in managing
multiple permits, licenses and customer service processes.
The new system automated and linked 52 complex business processes (types
of permits) that flowed within and across organizations and departments.
AINS was responsible for all aspects of project management, system
design, procurement, business process analysis, software development,
data migration, system integration, testing, training, and maintenance.
For this three-year, $7.3M project, we reverse-engineered the existing
system, conducted business process reengineering, assisted with process
improvement, and developed the web-enabled, e-Permitting system for use
by the public and County service providers. The system makes services
and on-line transactions available to the public and the real estate and
land development service industry.
Capabilities of the system include on-line permit application
submissions, payment, and status query. Adjunct systems provided by AINS
include a sophisticated Interactive Voice Recognition and Response
System (IVR), a Geographic Information System (GIS), mobile data
computers, and an electronic document management system (EDMS). AINS
converted over a million documents, and established a document imaging
system to enable the County to achieve a paperless permitting and
licensing process, and significantly accelerate the permitting
procedure.
This complex technology environment included IMS, ADF, IVR (Voice XML),
IBM RISC-6000 Model S-70 several, AIX, NT4.0 File servers, Web Servers,
CISCO Routers, FDDI, desktop computers, mobile data computers, ARC-IMS
Geographic Information System, Oracle 8i RDBMS, VB, ASP, Documentum for
Electronic Document Management (EDMS), Document Imaging (DI), IIS,
Digital photography, Fax-back/Fax-on-demand, CDPD, and MS Office
(including MS Project).
We provided all system and user documentation in accordance with the
County's SEI CMM or equivalent standards. We provided the project
management, including budgeting and estimating, procurement, cost
control, scheduling, project team management, quality assurance, and
reporting. For this project, we procured and installed over $2M in
hardware from IBM. IBM and Hansen (permitting software) were
subcontractors to AINS. |
