The Center for Medicare and Medicaid Services (CMS)
processes over 35,000 Freedom of Information Act (FOIA) requests
annually. FOIA processing is a specialized form of correspondence
tracking that includes case tracking, letter generation, document
management, redaction, and payment management. We provided CMS with our
COTS FOIAXpress application, which replaced a combination of electronic
databases, typewritten processes, and handwritten (manual) processes.
The installation included the Silanis electronic signature capability,
used in conjunction with the pre-existing PKI certificate capability.
FOIAXpress gives CMS the ability to provide more expeditious, accurate
and timely responses. It also expedites compliance with the Freedom of
Information Act; the Health and Human Services (HHS) and CMS FOIA
regulations; and internal FOIA administrative processing guidelines. CMS
is one of four DHHS agencies utilizing the FOIAXpress application. These
installations include both MS SQL Server and Oracle databases.
The installation integrated custom forms (Form 632 Cost Tracking Form
and 633 Invoice Form) used by CMS into FOIAXpress, and integrated
electronic signature capabilities into their FOIA business process. This
allows them to electronically sign correspondence prior to delivery
using the Silanis, PKI-enabled electronic signature and digital
signature technology. AINS established workflow controls that provided
the capability to assign and reassign cases to case processors; track
case start date; estimate completion date and final resolution date;
show processing status at each stage; display exemptions, and other
essential FOIA functions. |
