US Department of Justice
Joint Automated Booking Station
AINS provided three key enhancements to the Department of Justice Joint Automated Booking Station (JABS) system:
  • Development and integration of Prisoner Remand Forms
  • Installation of two additional JABS sites in the Southern District (Miami and Ft. Lauderdale Airports)
  • Design, development, and implementation of the Legacy System External Standard Interface.

An automated booking station (ABS) is a PC equipped with software for recording information about persons arrested. The information is stored on a database for local access and for uploading to a remote central computer database that can be accessed by the various Department of Justice offices. In addition to text information, the automated booking station captures photographs ("mugshots") and images of the fingerprints of the arrested persons, which, along with the text information, are stored in the databases.

The photographs are taken with a digital camera that, unlike ordinary film cameras, produces an electronic image file that is stored directly onto the computer. The camera is also used to photograph evidence such as weapons, drugs, and documents, the images of which become part of the database. The digital camera can be operated (aimed, focused, and triggered) directly from the PC, while previewing the image on the PC monitor. With photographs on file, the system can electronically create, display and print photo "lineups" for use in identification of suspects by witnesses.

AINS designed, developed, and implemented the external interface to the legacy systems and oversaw subcontract activities for system enhancements, including installation of two prototype sites in South Florida. AINS was responsible for designing, developing and implementing software that was added to existing system software, to enable extraction of data from the system database, format the data, and write to an external text file. The overall AINS - JABS project expanded functionality to the evolving JABS system by:

  • Developing an external interface to the JABS system to allow legacy systems to receive offender booking information (This added functionality transformed the basic automated booking station (ABS) into the joint-use system (JABS)
  • Providing a Prisoner Remand Form and Prisoner Transport Manifest as new JABS system printed products
  • Providing additional prototype JABS systems in South Florida
  • Providing connectivity between the JABS central server and the State of Florida
  • Automated Fingerprint Identification System (AFIS) to identify federal offenders wanted by local jurisdictions
  • Providing continuity of JABS program support and continued support to operational prototypes in the field
  • Providing a generic external interface enabling JABS system information to be exported to legacy systems (systems external to the JABS system)
